International Climate Councils Network (ICCN)

In 2021, climate advisory bodies, or climate councils, from around the world came together to form the International Climate Councils Network (ICCN) – the first group of its kind. Participants of the ICCN provide evidence-based, expert analysis to Governments to support the delivery of effective action to reduce emissions and adapt to the impacts of climate change. The ICCN’s mission is to foster collaboration between climate councils from around the world and—where applicable—support the development of new climate councils as expert evidence-led organisations to guide and oversee delivery of climate change mitigation and adaptation.

To mark the launch of the ICCN, participating councils, including the NZAB, have written to Heads of Government calling for ‘a decade of implementation’, starting at COP26. The ICCN stands ready to support Governments with independent, expert climate advice.

The ICCN is coordinated by a rotating subgroup of participant Councils. It is a jointly owned initiative. In light of the UK’s COP Presidency, the UK Climate Change Council (CCC) has been working with like-minded councils to launch the ICCN initiative and has hosted its initial meetings. For the coming year, the day-to-day running of the ICCN is passing to the Canadian Climate Institute and Canada’s Net Zero Advisory Body, the French High Commission on Climate Change, and Guatemala’s National Council on Climate Change, with other participants, including the CCC, playing a guiding role in the ICCN’s development.

The ICCN currently has 21 participating Councils, from six continents. They are:
